Start first season with only one loan available

I think that we're able to build out a full resort too quickly, where by the end of the first season I've essentially built everything I would want it to be.

To help slow the pace of progression and extend the building to multiple seasons, I think it would be good to limit the amount of loans to one, maybe incorporating unlocking additional loans to reputation level or an office building that you would need to construct (also tying marketing to it would be cool)!
