Add districts

Like you have names above stations, allow players to create areas maunally, and name it. Have peak elevation, # of lifts, # of runs, and maybe create “hotspots” - places with many people -, also be able to close all lifts or runs, make the whole area night runs, change hours, and deny beginners in the whole area. (Add controls for that general area)
